ANNUAL IMPACT REPORT 2025

All,

Over the past few months, we’ve been naming a tough reality: after ten years of decline, poverty is once again on the rise.

This leads us to a hard but fair question, and one I’ve asked myself directly. Is Tipping Point failing to advance our mission to fight poverty?

Our impact report provides a clear answer. Tipping Point’s investments are moving people out of poverty and consistently outperforming regional and state averages. With our education investments, for example, the results are clear. Despite serving students with greater barriers, 93% of high school graduates served by our grantees enrolled in college, compared to 65% across the Bay Area.

The report also shows our community’s ability to deliver long-term impact, advocating for and protecting public funding that is changing lives at scale. Through legislation supported by our grantee partners, California expanded access to early childhood education programs for up to 2 million children.

If not for these investments, I believe poverty in the Bay Area would be rising faster than it is today.

But why, if we know what works, is poverty still increasing? Broader economic forces are at play. Wages are not keeping up with the cost of living, and the labor market is evolving rapidly. Tipping Point remains focused on investing in and strengthening proven strategies that help people access higher-wage jobs and achieve lasting economic mobility.

We have a lot of work to do. But this report demonstrates that strategic, evidence-based investments, scaled through policy, are changing lives and building resilience across our region.

The right solutions are within reach. When we work together across sectors, we can turn the tide on poverty and continue to expand opportunity across our region.

After receiving housing services, 61% of clients served by our grantees moved into a home, compared with 38% across the Bay Area.

FEATURED GRANTEE PARTNER: HOUSING

A Holistic Approach to Youth Homelessness

Tipping Point grantee Larkin Street Youth Services helps young people experiencing homelessness move into housing and move toward independence.

Jordan grew up in San Francisco and entered the foster care system as a teenager. As he approached aging out with nowhere to go, he reached out to Larkin Street. With support from a dedicated case manager, Jordan secured stable housing and began setting goals for his education and career.

Larkin Street does more than provide housing. Through wraparound services, including education and employment support, the organization helps young people navigate challenges on the path to independence. When a serious car accident threatened Jordan’s progress, Larkin Street’s support helped him stay on track toward his goals.

Today, Jordan lives in his own apartment, is first in his family to pursue a college degree, and is continuing his education.

To support more young people like Jordan, Tipping Point recently concluded our Youth Homelessness Initiative, partnering with Larkin Street and other Bay Area organizations to strengthen and expand the region’s support for youth experiencing housing instability.

Last year, 85% of youth exited Larkin Street’s interim housing programs to permanent homes.

FEATURED GRANTEE PARTNER: EDUCATION

Expanding College Access and Success

Tipping Point grantee Latino Education Advancement Foundation (LEAF) is a regional leader advancing academic success for Latine and underrepresented students.

LEAF began as a college success program, focused on helping students stay in school through their first years of college. As demand for its services grew, LEAF expanded its model: adding college preparation for high school students, introducing career exposure programming so students can connect their education to long-term goals, and bringing families into the process to bolster support.

Tipping Point partnered with LEAF to strengthen their data systems and programmatic strategy, helping the organization focus on what works as it scales into new schools.

Last year, LEAF served more than 1,100 students across high school and college, in East San Jose, with 86% of college students continuing from their first to second year.

Building Career Pathways to Economic Mobility

Tipping Point grantee JobTrain provides skills training and wraparound support to help low-income job seekers access better-paying careers.

JobTrain’s work starts from a simple insight: training alone isn’t enough. Over decades of listening to workers and employers, JobTrain has built a people-centered model. By combining industry-recognized training with coaching and financial guidance, they are addressing the barriers that can stand in the way of training completion and employment.

Tipping Point’s partnership has supported JobTrain’s evolution with investments in data, technology, and leadership development to strengthen program effectiveness. Together, this work has helped JobTrain expand across the Bay Area, deepen employer partnerships, and better support participants during the critical first year of employment.

Last year, 86% of JobTrain participants completed their training programs, and graduates earned an average of $27 per hour at job placement.

The first few years of a child’s life lay the groundwork for their future success.

Our grantees’ family-support services helped parents build daily learning routines. 73% read or sing with their children every day, compared with 49% of similar parents statewide.

FEATURED GRANTEE PARTNER: EARLY CHILDHOOD

Ensuring All Young Children Receive High-Quality Care

Tipping Point grantee C.O.P.E. Family Support Center strengthens parenting skills for families with infants and young children in the child welfare or family court systems.

For parents navigating child welfare or family court, the early years can feel like constant crisis management. C.O.P.E. meets families with practical, judgment-free support—helping parents steady themselves and build routines that nurture their child’s healthy development.

As a new grantee partner in 2025, C.O.P.E. delivers evidence-based parent education and counseling. Their programs coach parents of infants and toddlers in building strong, nurturing relationships by strengthening skills like positive communication, stress management, and healthy responses to children’s behavior. The goal is simple: give parents tools they can use right away, at home, during the moments that matter most.

Last year, 89% of participating parents improved their parenting skills, as assessed by the Triple-P Parenting Scale.

SCALING OUR IMPACT THROUGH POLICY CHANGE

We scale our collective impact by changing the conditions that hold poverty in place. As part of our efforts to create systemic change, we support leading advocacy organizations and specific policy changes that remove barriers to economic mobility for people across the Bay Area.

PROTECTING FUNDING FOR HOUSING AND HOMELESSNESS

$1 billion+ in state funding preserved for homelessness and housing programs in California.

OUR WORK

Tipping Point grantee Non-Profit Housing Association of Northern California successfully advocated to preserve state housing tax credits and key investments in the Multifamily Housing Program and the Homeless Housing, Assistance, and Prevention Grant, protecting resources for affordable housing and homelessness services.

WHY THIS MATTERS

Homeless Housing, Assistance, and Prevention Grant funding supports interim housing and supportive services for people experiencing homelessness, while Multifamily Housing Program funding helps support families from falling into homelessness in the first place. Together, these investments address homelessness by supporting people today and preventing more families from falling into homelessness.

SUPPORTING LOW-INCOME COLLEGE STUDENTS

Increased food assistance for up to 335,000 low-income college students in California

OUR WORK

Tipping Point grantee California EDGE Coalition successfully advocated for legislation (AB 42) that removes a key barrier to CalFresh access by excluding scholarships and other student aid from income calculations.

WHY THIS MATTERS

Before AB 42, scholarships and merit-based grants could reduce a student’s CalFresh benefit, even though that aid is meant to help them afford school. AB 42 removes that penalty so eligible students can receive the full food assistance they qualify for, helping more students meet basic needs and stay on track to complete their education.

CREATING PATHWAYS TO STABLE EMPLOYMENT

Funding safeguarded 10,000 spots in high impact job training programs in California

OUR WORK

Through its leadership in the Coalition for the Employment Training Panel, Tipping Point grantee JVS successfully advocated for restoring $50 million to the Employment Training Panel reserve fund for workforce training programs that help workers gain in-demand skills.

WHY THIS MATTERS

Sectoral training programs, like those operated by JVS, are a proven pathway to quality jobs. Restoring funding to the Employment Training Panel reserve fund will help more jobseekers gain in-demand skills and stay competitive as the economy evolves.

EXPANDING ACCESS TO EARLY CHILDHOOD EDUCATION PROGRAMS

Increased access to early childhood education programs for 2 million children in California

OUR WORK

Tipping Point grantees Kidango and First 5 Association of California successfully advocated for legislation (AB 753) that increases access to childcare and early learning programs by providing workforce pathways for professionals aspiring to become early childhood education teachers.

WHY THIS MATTERS

Childcare providers in California are unable to hire enough qualified teachers to staff early childhood education programs. This constraint means that two million children, most of whom live in low-income families, are unable to access these programs, limiting their economic mobility and exacerbating achievement gaps. By creating clearer, supported pathways into early childhood education careers, AB 753 will help grow the educator workforce so programs can staff up faster and serve more eligible families.
