Evaluation: Combining Housing and Job Training as a Foundation for Stability

How can combining housing and workforce development programs advance economic stability for people facing compounding barriers?

For individuals facing housing instability, securing and maintaining well-paying employment is often out of reach. At the same time, without access to steady, well-paying jobs, finding stable housing remains a significant challenge.

To explore the potential of integrated solutions between housing and job support, Tipping Point partnered with researchers Communities in Collaboration and Bay Area nonprofit Love Never Fails, an organization supporting women who have experienced human trafficking and domestic violence.

An evaluation of their program, ITBiz—which combined safe housing, trauma-informed services, and IT job training—revealed powerful outcomes: 

86% of participants in the integrated program reported the experience had a “very positive impact” on their lives—compared to just 53% in the job training program alone.
